Luxembourg is gradually establishing itself as one of the most dynamic fintech ecosystems in Europe, driven by an ambitious public strategy, a strategic geographic position, and a strong commitment to innovation and international talent. At a time when competition among European financial centers is intensifying, the Grand Duchy is betting on targeted investments and an attractiveness policy that are already yielding results.

A structured and rapidly expanding fintech ecosystem

At the heart of this momentum is the Luxembourg House of Financial Technology (LHoFT), a true catalyst for innovation. Since its creation, this national platform has supported more than 200 fintech companies from around thirty countries. It offers startups tailored support, acceleration programs, and privileged access to a rich network of mentors and experts. This ecosystem is complemented by the Innovation Hub launched by the CSSF (Commission de Surveillance du Secteur Financier), designed to encourage experimentation and ensure the security and compliance of new technological solutions.

A public strategy to attract and retain talent

The government strategy further strengthens this positioning. In 2024, Luxembourg announced a public investment plan of 300 million euros over five years, aimed at supporting the growth of fintechs, but also deeptech and cybersecurity companies. This plan is accompanied by a national talent desk, tasked with simplifying the reception of qualified professionals and young foreign graduates. These measures reflect a clear political will: to make the country a sustainable and recognized innovation hub at the European level.

Luxembourg’s geographical and cultural context is also a major asset

Located at the heart of Europe and offering a multilingual environment (French, German, and English), the country naturally attracts companies and talents aiming to shine on the European market. Since Brexit, more than sixty financial institutions have established or strengthened their presence there, confirming its growing role as a gateway to the European Union.

Concrete initiatives to boost the job market

The focus on talent development is also reflected in targeted initiatives. The Fintech Recruits fair, organized by LHoFT in November 2025, will bring together more than 80 companies and nearly 2,000 specialized candidates, illustrating sustained demand for qualified profiles. At the same time, the Women in Fintech program promotes diversity and inclusion through mentoring and training schemes aimed at women in the sector.

Finally, four segments appear particularly promising: payments and e-money (with major players such as PayPal and Amazon), fundtech (solutions for fund management and distribution), blockchain and asset tokenization (e.g., HQLAX, Stokr), and regtech, which aims to automate and optimize regulatory compliance.

Thus, thanks to a coordinated strategy, a structured ecosystem, and a strong commitment to attracting talent, Luxembourg is steadily consolidating its position as an indispensable European fintech hub.
